ARTICLE I MEMBERSHIP

Section 1.1 Any Institute member of any grade who resides within the state of New Mexico shall be eligible for membership in the Section and shall become a member of the Section upon payment of the Section dues.

Section 1.2 Any Institute member of any grade may join the Section even though that person does not reside in the Section area by obtaining approval of the Section and a waiver of objection from the section designated for the area in which the applicant resides and upon payment of the Section dues.

Section 1.3 Special Status Retired Institute members who maintain an interest in transportation are recognized as members. Section dues are waived.

Section 1.4 Section Affiliate membership may be extended to persons upon payment of the Section dues and who meet one or more of the following criteria in addition to the provisions of the Charter. The total number of the Section Affiliates shall not exceed 50% of the total Section membership.

A). Those persons who are not eligible to be members of the Institute but who are accumulating experience toward Institute membership.

B). Technicians and others who are professionally engaged in transportation, traffic engineering, or in related fields.

C). Students in an accredited engineering school or engineering related department engaged in a transportation related curriculum or program. Section dues are waived.

D). Those persons who are in a position to work with and assist transportation and/or traffic engineers by virtue of official positions or commercial employment.

Section 1.5 Section Affiliate membership in the Section may be obtained by mailing written application to the Secretary of the Section setting forth which of the criteria in Section 1.4 of these Bylaws are applicable. The application will be reviewed by the Executive Board, consisting of the Section President, Vice-President, and Secretary/Treasurer, to determine if the applicant meets the qualifications set forth in the Bylaws, and the applicant shall be approved by a majority vote of the Executive Board. Section Affiliate membership may be revoked by a majority vote of the Executive Board.

Section 1.6 "Section Affiliates" who become members of the Section by meeting the criteria of Section 1.4 shall be entitled to all privileges of the Section, except voting or holding elective office.

Section 1.7 The amount of the Section annual dues shall be established by the Executive Board and shall be ratified by a majority vote of those Section members casting ballots. Section dues of Institute members are payable in conjunction with National dues and fees. Section Affiliates shall pay dues directly to the Section Secretary/Treasurer.

ARTICLE II MEETINGS

Section 2.1 No less than four meetings of the members of the New Mexico Section should be held in any year. Only one annual meeting of the Section shall be held in any year, at a time and place approved by the Executive Board. The annual Section meeting will normally be just prior to the District 6 meeting of the Institute of Transportation Engineers.

Section 2.2 A report of the financial condition of the Section, and any reports of the officers and committees shall be presented at each annual meeting.

ARTICLE III NOMINATION AND ELECTION OF OFFICERS

Section 3.1 Dating from the annual Section meeting, the terms of the Executive Board (the Section President, Vice-President, and Secretary/Treasurer) shall be approximately one year. Nominations from the membership are to be submitted to the Executive Board. Scheduling of the election date prior to the District 6 annual meeting shall be attempted.

Section 3.2 At least forty-five days prior to the annual Section meeting, ballots will be distributed to all voting members and be returned to Secretary/Treasurer before the annual Section meeting. At least one name will be on the ballot for each position with write-in opportunity available.

Section 3.3 Prior to the annual meeting, ballots returned by eligible voters to the Secretary/Treasurer shall be counted and the member receiving the highest number of votes for each office shall be declared elected. In case of a tie vote, the President shall cast the deciding vote.

Section 3.4 Should any elective office become vacant before expiration of its term, such vacancy shall be filled by appointment by the remaining members of the Executive Board.

ARTICLE IV DUTIES OF OFFICERS

Section 4.1 The President shall preside at all meetings of the New Mexico Section, shall appoint chairs of all committees, and shall perform all other duties normally associated with the office of President. Those committees may include, but not be limited to, Technical, Public Relations, Membership, and Legislative.

Section 4.2 The Vice-President shall, in the absence or incapacity of the President, perform the duties of that office. The Vice-President shall be the program chair, if designated by the President, arranging the program for Section meetings, shall assist the President in coordinating activities of the Section, and shall assume such duties as the President designates.

Section 4.3 The Secretary/Treasurer shall keep the minutes of Section meetings, shall keep a complete roll of membership, shall handle necessary correspondence, shall submit to the Editor of WesternITE a summary of meetings and Section and member activities, and shall collect and be custodian of all funds of the Section. Only the members of the Executive Board may have Section signature authority involving Section funds.

ARTICLE V REVISION OF BYLAWS

Section 5.1 The Bylaws of this Section may be amended by an affirmative vote of two thirds of the members casting ballots.
